Ralf Horlemann has served Germany’s Foreign Service for more than two decades and has a rich experience in international security policy, transatlantic relations and Asian affairs. He took up his position as Consul General of Germany to New England in July 2015 and has come to Boston with his wife, Bianca, and their son Philip.
During various assignments at headquarters and abroad, Ralf has made major contributions to formulating and developing Germany’s policy in conflict prevention and management. Between 1998 and 2002 he was instrumental in founding the Berlin Center for International Peace Operations (ZIF) and most recently played an important role in further developing ZIF to a fully-fledged deployment organization for civilian experts in international peace operations. Ralf has also worked on Asian affairs on several occasions over the past 20 years, including as Consul in Hong Kong and Head of the German Interest Section to Pyongyang, North Korea, as well as during various postings to the Federal Foreign Office, where he covered East and South Asian Affairs. From 2002 to 2005 he was responsible for Transatlantic Relations and Asian Affairs as Counsellor to the German Embassy in Washington, D.C.
Ralf’s academic record includes an MA and a doctoral degree (Dr. rer. pol.) in political science and international relations from Munich University (Geschwister-Scholl-Institut). In his dissertation he covered the legal and political implications of the transition of Hong Kong to Chinese sovereignty in 1997. He has also published a number of academic papers on Asian affairs and international security policy.
Ralf and his family are delighted to return to the U.S. after their first assignment to Washington, D.C. ten years ago, where their son Philip was born. His personal interests include reading criminal novels from China’s Ming and Tang Dynasty as well as from Sicily. He is also a passionate cook, favoring a variety of cuisines from Asia to Europe and of course German dishes, from traditional home cooking to the cuisine of Frederic the Great. He also enjoys all kind of outdoor activities like hiking, skiing and soccer.
