Dr. Tim Maurer
Tim Maurer leads Microsoft’s Global Cybersecurity Policy team, which collaborates closely with internal stakeholders, namely the product, security, and engineering teams at Microsoft, and engages with external stakeholders in government, industry, and civil society around the globe. Prior to joining Microsoft, Tim served in the Biden-Harris Administration from 2021-2023, first as Senior Counselor for Cybersecurity and Emerging Technology to U.S. Secretary of Homeland Security, Alejandro N. Mayorkas, and subsequently as Director for Technology and Democracy at the White House National Security Council. At the White House, he co-chaired the U.S./EU Trade and Technology Council Working Group on Data Governance and Technology Platforms. Previously, Tim spent a decade working at several think tanks, including as a Senior Fellow in the Technology and International Affairs program at the Carnegie Endowment for International Peace and Director of Carnegie’s Cyber Policy Initiative. In 2018, Cambridge University Press published his book ‘Cyber Mercenaries: The State, Hackers, and Power.’
