Dr. Werner Hoyer
Born on November 17, 1951, in Wuppertal, Germany, Werner Hoyer is a distinguished economist and statesman with a notable career spanning both national and European institutions. He earned his diploma in Economics from the University of Cologne in 1974, where he later completed a Ph.D. in 1977 on the "wealth effects of money." Hoyer began his career in international personnel development at the Carl Duisberg Society and served as a lecturer and researcher at the University of Cologne until 1984.
In 1987, he entered German politics, serving as a member of the Bundestag until 2012. Hoyer held key roles as Minister of State for Foreign Affairs from 1994-1998 and again from 2009-2011. He went on to become President of the European Investment Bank (EIB) from 2012 to 2023, playing a pivotal role in financing sustainable development across Europe. Since 2012, he has also led the Institute for European Policies in Berlin, where he continues to contribute his expertise to shaping European policy.
