Kirsten Rulf is a Partner at BCG. Until April 2023 she was Head of Digital Policy at the Federal Chancellery of Germany for former Chancellor Angela Merkel. During that time, she was also responsible for negotiating EU Data and AI policy, e.g. the EU AI Act, Data Act, Digital Services Act and Digital Markets Act. In addition to BCG, Kirsten Rulf teaches AI policy at Yale University and is 2023 UC Berkeley Tech Policy Fellow. Until 2019, she taught AI and Compliance at Harvard Law School and was a Fellow at Berkman Klein Center. She holds an MPP from Harvard Kennedy School as McCloy Fellow, two M.A. from Oxford University, and was a 2022 Yale World Fellow.
