Nataliya Bugayova

Non-Resident Fellow, Institute for the Study of War

Nataliya Bugayova is a non-resident Russia Fellow at ISW and the Director of Strategic Intelligence at US tech firm Vertical Knowledge.  Her work focuses on the Kremlin’s decision-making, information operations, and global campaigns from Ukraine to Africa. Nataliya is also the author of How We Got Here with Russia: The Kremlin’s Worldview. Previously, she led ISW’s Russia open-source intelligence team, and prior to ISW, she worked in several roles around reform efforts in Ukraine after the 2014 EuroMaidan revolution. Nataliya holds a Master of Public Policy from the Harvard Kennedy School.

Nataliya says: "Negotiations, ceasefires, and peace deals are not off-ramps but rather on-ramps for the Kremlin to renew its attack on Ukraine in the future under conditions that advantage Russia. They are means to the same ends—full control of Ukraine and eradication of Ukraine’s statehood and identity."
